Dear Mayor Block and Members of City Council,
Re: Request to Defer Decision on Updated Private Partner Master Agreement Framework
On behalf of the NSBA – Saskatoon’s Business Association, I am writing to respectfully request that City Council defer its decision on the Updated Framework for the Private Partner Master Agreement between the City and Oak View Group (OVG) for at least one, or preferably, two months.
This proposed agreement is a significant and complex arrangement that will govern the operations, management, and long-term financial relationship between the City and its private partner. The revised terms presented in October 2025 include material changes from the framework discussed in August 2024, including adjustments to the capital contribution, profit-sharing structure, term length, and community benefit commitments.
Given the magnitude of these revisions and their implications for taxpayers, local businesses, and the city’s long-term fiscal outlook, we believe it is prudent and responsible for Council to take additional time to evaluate all factors. This includes:
- Understanding the financial risk and return implications for the City and the public;
- Reviewing the transparency and accountability provisions related to OVG’s operations;
- Considering the broader economic and community impacts of this agreement; and
- Ensuring sufficient opportunity for public, stakeholder, and expert feedback prior to approval.
The NSBA strongly supports efforts to enhance Saskatoon’s event and hospitality infrastructure and recognizes the potential benefits of a strong public-private partnership. However, such a major decision—one that will shape our city’s downtown, event economy, and taxpayer obligations for decades—warrants the full attention and due diligence of Council.
Deferring this decision by even a month will allow Council and the community the necessary time to ensure that the final agreement is structured in the best interests of Saskatoon—financially, operationally, and socially.
We appreciate your consideration and welcome the opportunity to discuss these recommendations further with Council or Administration.
